UPDATE 2: vehicle in and out of lanes, blacked out

UPDATE 3: officer lost visual at Santaigo....AV Units enroute to check area

UPDATE 4: AV officer had visual at Division and Palmdale Blvd, vehicle still blacked out....turning around to try and catch up
