The preliminary facts of this investigation indicate at approximately 4:10 a.m. on November 1, 2025, a 2003 light blue Mercury Grand Marquis was driving westbound on Avenue S in the number one lane. The pedestrian was pushing a shopping cart and crossing Avenue S, southbound at the intersection of 20th Street East on a red traffic signal.
