Illegal Dumping Arrest in Rosamond-

The Kern County Sheriff’s Office Rosamond Substation has arrested a suspect involved in multiple large-scale illegal dumping incidents over the past few weeks in the Rosamond area near Highway 14 and Dawn Road. In the early morning hours of November 11, 2025, deputies contacted a driver actively dumping construction debris from a semi-truck associated with the company “By The Ton.” The driver, identified as BRYAN BETANCOURT, was taken into custody without incident.

Investigators believe additional individuals connected to the business may be involved, and the investigation is ongoing. Cleanup from the dumping has resulted in significant costs to the County.
