Lancaster Man Arrested for Desert Hot Springs Homicide

A 19-year-old man was arrested Tuesday, Dec. 30, on suspicion of shooting and killing a 34-year-old man in Desert Hot Springs two days earlier.

Desert Hot Springs Police Chief Steven Shaw said the suspect, Michael Dodd, was arrested Tuesday morning in Lancaster and later booked into jail on suspicion of murder. It did not appear that formal charges had been filed as of Tuesday afternoon.

Dodd is accused of shooting and killing Francisco Lemus, who was found fatally injured inside a vehicle after police received reports of gunshots in the 66000 block of Avenida Cadena at about 7:30 p.m. on Sunday, Dec. 28. Lemus, who was pronounced dead at the scene, was a resident of Riverside County, but police did not say where he lived.

Shaw said police were not seeking any other suspects in the shooting, but the investigation remained ongoing.

During the incident, the suspects used a stolen vehicle to force entry into the business, where numerous firearms were stolen before the suspects fled the scene. Deputies and detectives responded to the scene and conducted the initial investigation. The investigation was subsequently assumed by deputies assigned to the Hesperia Gang Investigations Team, who conducted an extensive follow-up investigation into the burglary. As a result of the investigation, deputies identified seven suspects involved in the burglary. The suspects were found to be known gang members and associates from the cities of Hesperia and San Bernardino. Throughout the investigation, deputies obtained and served multiple search warrants at various residences throughout San Bernardino County. All seven suspects were successfully located, and investigators recovered evidence linking the suspects to the burglary. All adult suspects were arrested and booked into the High Desert Detention Center and West Valley Detention Center on various charges to include, VC 10851(a)-Vehicle Theft, PC 459- Burglary, PC 182(a)(1)- Conspiracy to Commit a Crime, PC 32- Accessory to a Crime, and PC 186.22(a)- Participate in a Criminal Street Gang. On July 15, the CHP received a report of a road rage incident involving a Ford and a Nissan on Interstate 10 near Live Oak Canyon Road. During the incident, the driver of the Ford allegedly pulled alongside the Nissan and pointed a handgun at its occupants. The victims reported the incident to CHP and provided investigators with the Ford’s license plate number. CHP officers searched the area but could not locate the Ford. Inland Division Investigative Services Unit investigators later identified the driver as Robert Valdez, 52, of Yucaipa, Calif. On Aug. 4, investigators located Valdez and his vehicle in Redlands, conducted a high-risk enforcement stop, and arrested him without incident. During a search of the Ford, investigators recovered a revolver, additional ammunition, and speed loaders. Later that day, investigators executed a search warrant at Valdez’s residence, where they recovered approximately 20 illegal firearms, including assault rifles, AR-15-style rifles, long-range rifles, shotguns, and suppressed handguns. Investigators also seized approximately 20,000 rounds of ammunition, including armor-piercing rounds, multiple firearm suppressors, and approximately 15 firearm milling fixtures used to illegally manufacture and modify AR-15-style lower receivers.
